Health Care Reform is Now a Reality...

So what does this mean to you as an employer, an individual and a tax payer?  Join us on May 26th for our Employee Benefit Seminar addressing health care reform and the changes that will occur over the next five years. We will outline the regulation timeline and discuss how this could change the way you currently offer your employee benefit program and purchase health insurance.   

   Our discussion will begin with David Borgert the Director of Community and Government Relations at CentraCare Health Systems.  David manages government relations at the local, state and national levels and maintains public policy and organizational relations with elected officials and government employees.  David will walk us through the responsibilities and new regulations employers will have with the reform mandates.  

Following the explanation of the new mandates we will then present a health insurance panel discussion that will include Phil Stalberger the VP of Legislative Affairs with Blue Cross Blue Shield of MN, Dannette Coleman the VP of Public Policy and Government Relations with Medica, and Donna Zimmerman VP of Government & Community Relations for HealthPartners.  During this panel discussion we will address what our insurance companies in MN are doing to prepare for the changes and how this will change any current program you may have in place with them.  We will also open this up for questions from you so start jotting them down and bring them along!

Phil Stalboerger
Vice President of Legislative Affairs
Blue Cross and Blue Shield of MN

Phil Stalboerger represents Blue Cross on health care policy issues being discussed and debated at the local and national levels of government. He has advocated public policy positions for Blue Cross since joining the organization in 1999. Prior to Blue Cross, Phil was the legislative director at the Minnesota Department of Commerce. He has also served as staff in the Minnesota Senate, including a position as Commerce Committee administrator.

Stalboerger currently serves on the Health Policy Committee for the Minnesota Chamber of Commerce and is the 2010 Chair of the Minnesota Chamber Leadership Minnesota program.  He was recently  Chair of the Dakota County Regional Chamber of Commerce and the policy committee for the Minnesota Council of Health Plans. Additionally, Stalboerger is also the Chair of the Board of Directors for the 360 Communities (formerly Community Action Council) in Burnsville, Minnesota.

Stalboerger holds a Bachelor of Arts in Political Science from St. John's University (Collegeville, Minnesota) and is a member of the Politics and Policy Alumni Chapter. He earned his Masters of Arts in Public Administration from Hamline University, St. Paul.

Phil was awarded one of the Minneapolis-St. Paul Business Journal's top "40 under Forty" honorees in 2009.



 

Dannette Coleman
Vice President of Public Policy and Government Relations

Dannette Coleman is Vice President of Public Policy and Government Relations. She is responsible for overseeing the development and execution of Medica's public policy agenda, working closely with the Minnesota Legislature and other government officials to identify policy solutions that promote health care choice, access and affordability to ensure a strong, viable health care market.

Dannette has nearly 20 years of health care experience and is highly regarded for her knowledge of health care policy. She earned her Bachelor of Arts degree from the University of Wisconsin - Madison and her Masters of Business Administration degree from the University of St. Thomas. She also serves as Chair-elect of the TwinWest Chamber of Commerce.



 

Donna Zimmerman
Vice President of Government and Community Relations
HealthPartners


Donna is the Senior Vice President of Government and Community Relations for HealthPartners, a nonprofit, consumer-governed health care organization in Bloomington, Minnesota. HealthPartners provides health care coverage to 1.25 million members in medical, dental, individual and Medicare/Medicaid products.  She is responsible for developing and managing federal and state public policy and regulatory relationships, community affairs and Medicare sales for the HealthPartners organizations.   She was previously the Director of Government Programs, with responsibility for the health plan Medicare and state public programs, including strategic planning, product development, and state and federal government relations.  Her background is in community health administration and policy,  with leadership and executive experience in public and nonprofit sectors.  Throughout her career she has consulted nationally on public/private partnerships and community health issues, holding national association leadership positions.   She is on the boards of the Minnesota Council of Health Plans, the HealthPartners Research Foundation, the Minnesota Citizens League, the St. Paul Conservatory of Music, Human Services Incorporated  and the Minnesota Chapter of the March of Dimes Birth Defects Foundation.   She also co-chairs the March of Dimes Western Region Public Affairs Committee.    In 2006 Donna was named as one of "25 Women to Watch" by the Minneapolis-St. Paul Business Journal.  She has been recognized by the national March of Dimes with the Volunteer of the Year awards and the Elaine Whitelaw Volunteer Award in 2009.  She holds a master's degree in Public Health from the University of Minnesota and a bachelor's degree in Nursing from St. Olaf College, Minnesota.
